when i put washer on hot water to wash it doese fine and cold to rinse,when it gets to rinse no cold water comming out,checked tube it's fine.If no cold water comming through on rinse cycle would it make it cut it self off on rinse?

Could also be a bad timer that sends a signal to the water valve to open for the cold water to come out in the rinse cycle, Could be the water valve (solenoid) is bad and not opening up or possibly corroded wiring not making good contact. Check the water hose screen first and go from there.

Absolutely a dirty hose filter. If you unscrew the hose from the washer ( turn off water first :)) you'll see a little screen stuck in the hole on the washer, pull it out and clean it.
