The first one is not an equation, it doesn't equal something so it can not be determined.

since 9 is 3X3 then you can double to the log base 3 quantity and make it log base 9:

log base 3 (x +5) = 1 + log base 9 (2x + 1)
log base 9 2(x + 5) = 1 + log base 9 (2x + 1)
log base 9 (2x +10) = 1 + log base 9 (2x + 1)
log base 9 (2x +10) - log base 9 (2x + 1) = 1
log base 9 (2x + 10) / (2x + 1) = 1
(2x + 10) / (2x + 1) = 9
2x+10 = 18x + 9
16x = 1
x = 1/16
