Try looking for "Forever" by Judy Blume. It was supposedly this steamy story for teenage girls to read. When I was in sixth grade I just remember staring at the cover and wondering what I was missing out on. I was too embarrassed to be seen reading it so I never did. I think the cover showed a close-up of a girl's neck with a gold locket on it. It's amazing what raging hormones make you remember.

Alibris.com will often display the original cover art. Do a broad search of novels with keywords like "locket". Sounds a little bit like a Harlequin romance.

I don't have the time to look from 1960 to 1980. I am not going back to look for a book published during that time. I have other uses for my time machine.
The story sounds like Romeo and Juliette, but then again, most love stories seem to follow that theme. West Side Story is one such story.
Good luck. It would really help if she recalled the author, or at least part of the author's name.
