We moved into a home, we are paying $2400 a month and it is rat invested! Also, when we moved in, the house was not clean, i spent three days cleaning it. There are a number of repairs not made.
We have notified our landlord of these things and nothing is being done.
We have only been here two months and we did not pay this last months rent. We just provided them with a letter of intent to move within 30 days.
I have notified the city which we live in and made a complaint about the rats.

Does anyone know if there is anything else we can do to protect ourselves?? Can we legally break this lease??

The city doesn't care about rats, you need to put out traps.

You may be able to break the lease, depending on what the repairs are that you are talking about. They need to be serious hazards though.

Do not withhold rent, this is not legal in the US. You are obligated to pay while you are there and likely for the remainder of your lease.

If you take this to court you will loose the case, it is better to work something out before hand. In order to get his $ from you the landlord will need to legally evict you, even after you moved out, this will show up on your credit report and credit more then rental problems in the future.

Did you inspect the house BEFORE you moved in? Surely you saw that the place was dirty before you moved in your furniture. That should have been the time to address the cleanliness issue.

Have you notified your landlord in writing about the rat problem (is it really rats or just mice)? If he's failed to respond, contact an exterminator, pay the bill, and ask him to reimburse you. But check your lease first, it might be YOUR responsibility to deal with pest control.

You cannot withhold rent. You have to pay the landlord. Frankly it sounds more like that $2400 per month rent is more than you can really afford and you're looking for an excuse to get out of it.

You could probably move out if you've left him repeated notes about fixing the problems and he's done nothing about it.
You DO have to pay rent for that last month, you lived there, you need to pay. The only way you could justify NOT paying is if you spent $2400 to take care of the rat problem and the repairs you mentioned. You'd just need to send him copies of your receipts at that point.
Call the health department about the rats.
