The absolute best reference you can have will cost you about $30 but you can find it at the library, or get an older copy at the Half Price Bookstore, most likey.
Check in the reference section of a bookstore for a book called The Writers Market 2007. They come out with a new book every year (changing the date on the title). This book lists magazines and publishers, newspapers and anthologies looking for particular styles or types of stories. It lists the contact person's name, the address, how they want work submitted, what they pay, etc. etc. etc.
It's USA based, but will give a start.
If you're doing things on your own, focus on where your market is likely to be for what you write. A large bookstore which carries a number of magazines is a goldmine for you to write down the contact info (it's always just inside the front cover) to start your query letters going out. Even in Kenya this should be possible.
