The insulation of the fence is faulty.
You've got to find the "leak".
If you can isolate sections of the fence,
it makes it easier. Patience, ...patience.

The fence will need testing. This is done with a multi-function tester that will test amongst other things that the insulation is good. It will also test the effectiveness of the earthing.

An electrician should be able do this for you.
