That's definitely Heinrich Himmler, more than likely taken during the early days of the war and there is someone standing beside him, you can see two neck collars.

It's not Ferdinand Schoerner. Schoerner wore a Wehrmacht uniform not a SS uniform. It is Heinrich Himmler. As he and the guy standing next to him are both wearing black uniforms it is hard to tell where Himmler ends and the other guy begins so Himmler looks fat. Also because Himmler's head blocks out the other guy's head you might not notice that there is someone else there but if you look carefully you can see two necks and collars.
