Paper money is not usually printed on the date that is on the note. There are series 1969 as well as series 1969A through series 1969C on the $20 notes. The letter is after the date. In the seal to the left on the portrait is a letter and the name of the Federal Reserve District. On the newer notes with the big portrait there are no numbers in the seal. On your note there should be an E and it should say Federal reserve Bank Richmond VA. Your note could have been issued into the 1970's. In grade fine it sells for $22.00 and sells for $30 in grade extra fine. It is not a rare or scarce note. The 1969B is the scarer one and sells for $35 in grade fine. Dealers pay less.

The series is the year - 1969 series...if you are asking where it was printed, the E in the serial number stands for Richmond.
Federal Reserve Banks: Boston (1-A), New York (2-B), Philadelphia (3-C), Cleveland (4-D), Richmond (5-E), Atlanta (6-F), Chicago (7-G), St. Louis (8-H), Minneapolis (9-I), Kansas City (10-J), Dallas (11-K), and San Francisco (12-L).
