It's called a tie. they both received the same amount of votes

Because the sum of the points they received from the votes they got were the same. You get 25 for every first place vote, 24 for second, etc.

That only happened in the AP poll. In the USA Today poll, Wisconsin was 5 and Oklahoma 6.

Well not necessarily the same amount of votes, but the same number of points. How you are ranked determines the amount of points you have. So in the end they ended up with the same amount. Maybe half voted one 5th and the other 6th and rest switched it.
