I've spent some time in 47 of our 48 lower states, and I think they all have friendly people in them. In general, country people tend to be more friendly to strangers than city people, but I've found plenty of friendly people in cities too.

I was born in Pennsylvania, lived in New York, Michigan, California and Missouri. So far I am thinking the Missourians are the most friendly, but that may be because I am still relatively new here. The people in Pennsylvania small towns are friendly to one another, but not so great to outsiders. Big cities are always pretty anonymous, but I found San Francisco friendly, and also Santa Cruz, both in California.
I really do think it is the city or county, more than the state, that can be judged on how friendly they are towards strangers. People who see a lot of tourists are friendlier than people who do not, especially because the tourists bring money when they come. In Santa Cruz we considered it a matter of civic pride to have them go back home happy, but with empty wallets and over-extended credit cards!

No State I have visited. I would have to say Canadians are the friendliest people.

I think Tennessee has the friendliest folks. But I live in Santa Cruz and have to agree that Santa Cruz folks are pretty darn friendly. Bay area people are generally pretty nice.

Generally, the states which have more country-side environment.
Other states, where people remain united & friendly, are those states, which are dominated by dangerous natural catastrophe. And in USA, there are plenty of this latter type.

Wow, tough question. I've lived in the following states: Maryland, Kentucky, Florida, Colorado, Illinois, California, Virginia and Hawaii. That being said, I'm gonna have to guess that it's one of the states that I haven't lived in. Of those that I have lived in, the most friendly would have to be Florida...probably because there was no state tax for residents and we had to put on a smiley face for all the tourists.

Of all of the places I've lived, I'd have to say Texas has the friendliest people... as long as you are not in a vehicle in front of them on Interstate 10!
