The line was routed underneath some concrete (which they tore up and repaved) to empty into the soil beneath the lawn. Our washer/dryer is in a little room facing the backyard, street level. Not the greatest area but we have no basement.

What are you saying, that your line just runs into the yard? this is no way to install it.
Run your drain line into the nearest sewer line, there must be one available that's close.
If your machine is in the basement then you must have a sump pump, then you can run the line into the sump but, make sure the sump runs into a sewer line. You'll have to install one.
The other way: some areas like lower Michigan allow the "Gray" water to be run into the cross country ditches, some areas just the outer ditches. Extend your line to a ditch.
There's more then one way to do this and it's not expensive.
Without the proper knowledge of what's going on and what type of hook up you have it's really hard to give you an answer.

Just run that hose to a drain or a sink. If theres no drain or sink available then you'll have to run that hose to a barrel and empty the barrel by bucket into the sink.Or just install a drain but that could be a big project depending on the circumstances.

First of all in most cities/counties this is now illegal to do..it is called "grey water"...for years and years people routed thier washing machines to drain in thier gardens etc, but now in most [places you can no longer do this legally....What I would do is check with your local code enforcement and ask them if this is still legal..do not mention it has already been done, just mention that you were considering using the water in your yard etc...If this is the cse that it is illegal now in your community..I would call the people that installed it and tell them to come back, and reinstall it into your regular sewage drain for it was illegal what they did and feel it should and WILL be done at no cost to you.Tell them you will have no other choice than to call code enforcement and ask them why they installed this .If they do not honor fixing thier mistake and illegal activities you will have to enquire about thier license to do plumbing.

Wow, RingADing, water problems everywhere...if this is a rental, I'd move! If this is YOUR house, did you have a Home Inspection done before you bought it? I often hear " we bought this from the owner before the Realtors got their hands on it...he assured us that everything works, so we didn't have a pre-sale inspection (or we bought it as-is)."
Sounds like some real shyster/shoddy/shady stuff going on there. Sounds like paying a LICENSED plumber, one with septic experience as well, could assess your problem for a fee; if you go that route, get 2 or 3 estimates. Hate to be in your shoes, sorry...or in your boots, as the case may be.
