I take it you mean "lethal", have you ever bought a syringe that wasn't wrapped in plastic? That's how they leave the factory, all syringes come packed sterilised for a single use. Once it has been used it may lose some of it's sharpness and become less efficient, so it gets thrown away, and a new one brought out next time.....not such a mystery is it?

Yeah - risk of sharps injury to person administering. A miniscule amount of death poison on a finger prick would not kill but could carry blood born virus eg hep C.
