why a highly precise measurement does not always mean a highly accurate one.

Precision means being ablew to measure to the smallest unit - i.e. measuring in millimeters vs measuring in centimeters. millimeters is more PRECISE. Accuracy means being able to obtain the same measurement every single time, rather thasn having your measurements fluctuate. Usually the two are opposed. The more precisely you can measure something, the less accurate you'll be, and vice versa.

say you use it measure the wrong thing. Like a scale to measure snow fall.....you would need a ruler or a unit like that to measure something like that.
