The only judicial authority regarding Tasers in California of which I am aware holds that they constitute loaded firearms, and would thus be illegal to possess in a public place on your person or in a vehicle, but you could have one at home or in a business. (People v. Heffner (1977) 70 Cal.App.3d 643.) Stun guns, on the other hand, are legal to possess for anyone 16 or over (or younger with parent's permission). (Penal Code section 12650.)

I believe it is still legal there.At least I found no restriction in a quick search. Somr cities I am sure have restrictions. Ca. has some cities with laws and ordinances with little regard for citizen rights. I lived in Ca. most of my life and that is one of the things I do not miss.
Having said that I would not care, if you believe you are in danger you should be able to defend yourself. A taser is a non lethal self defense method and therefore in my opinion a reasonable means of protection. For those that would argue that some people have died from a Taser I would point out that if you are attacked that is the risk the assailant takes. I would take my chances with a jury in a self defense case. Even though I shouldn't have to.

Yes. I believe that the property in question is privately owned and should be used for that facility. It's better for civilians and those government workers to learn at a training facility that can provide what they need to learn when they're in a "hot" zone. Not only that, it'll provide some jobs that CANNOT be outsourced. I think it should stand there and not anywhere else. Besides, it's better than trying to get accepted into the Federal agent program so you can train at their facility in Glenco, GA! It's CALIFORNIA!!!!!!!!!!
