'Tool' is sometimes slang for penis, but in this context it has nothing to do with that. When someone calls you 'a tool', they mean you're little more than a screwdriver - with no thought or will of your own, only to be used as the means to an end for someone else. It's the same as being called a 'puppet' - someone (or something, like the corporation you work for, the government, or the media) is "pulling your strings."

people use tools... they do not have a brain... they are sometimes useless depending on the application...

it's kinda like someone saying you are not the sharpest knife in the drawer
