What's that greenstuff caltrans sprays on freeway shoulder areas?

I saw clips of it from Dirty Jobs on discovery channel, but missed the show by like 10 minutes, anyone know what the greenstuff is?

Hydro mulch with grass seed. Green shreeded up news print and fertilizers and grass seed in a couple of rain storms it will grow and control errosion.
