Is it possible to run two graphics cards at one time and use there power simultaneously? Im currently using an ATI Radeon 9550 AGP card and have an extra nVidia GeForce FX 5200 PCI card. Could I use them both together somehow?

Without having that sort of hardware myself to test current setup, my answer is yes, but you need Linux and use the X Windowing GUI in a UNIX setup.

I had NVidia TNT2 AGP + ATI Mach64 PCI tested dual card setup, of course I wish I had 2nd LCD to actually use it for real.

It is only few years ago that Windows got dual head retrofit, but multi-card with multi-heads were there for since Linux and Macs were around.

You can use only one card at any time because the the loaded driver will be active for any particular card.

If both drivers are installed then you must choose which to use through Control Panel.

If both cards are similar in functionality, it won't matter which one you use. If they are not similar, you just gotta decide which to use.

I can't imagine why someone would want to use an inferior card.
