The thing which you call law is basically the enactment or statute enacted by the legislature & rules are the procedure to implement this enactment those are made by the executive. The courts while adjudicating any matter with regards to the statute & its rules interpret these which become the law of the land.

One is a subcategory of the other. I used to work as a security manager for several private corporations, and my job was to ensure that security officers enforced management rules and private policies, but we did not actually enforce the law. For instance, a store can have a rule that you must show your receipt to a guard when you exit a store, but that is not a law that's either enacted by the government or enforceable by the police. At most, the security department can ban you from coming back to that store in the future, but they cannot arrest you for not complying with their private rules. Likewise, a church can also have rules. But they are not laws because they are not publically enforceable outside of their property, nor can they be enforced in any manner that would violate the law or your civil rights. A "rule" is any defined standard of conduct that is imposed on the members of a social group. A "law" is a specific type of rule that is enacted by a civil government and applies to any citizen or occupant of a particular country that is run by that government. Every law is a rule, but not all rules are laws.

As per Art. 13 of Constitution of India, Law includes rule, regulation, bye law, ordinance, custom or usage having force of law, order, notification.

So rule is part of Law. Rule is that part of the law which is made by the executive to implement the law made by the legislature. The Law contains the bare skeleton and the rule is the flesh and blood and together they make up one living body.

Normally, in the USA, a law is made by an elected set of officials at state and national level. An ordinance is made by elected officials at city and county level under a general authorization by the state.
A rule is made by an agency in order to carry out activities authorized by law in some form. Thus the FDA has a law funding and authorizing it to regulate drugs in the US and it makes and publishes rules as to what the regulations are.

Rule are what people think works best.
Laws are what must not be done.
No law can be passed to force you to do anything.
Some rules are meant to be changed as things change.

Law is the principles and regulations established in a community by some authority and applicable to its people, whether in the form of legislation or of custom and policies recognized and enforced by judicial decision.

A rule is a principle or regulation governing conduct, action, procedure, arrangement.

(More or less, law can be judged in a court. A rule is a written moral obligation that has a less title than legislation.)

a rule is made by a person or an organisation and it pertains to that organisation or the person related to such rule making person...EG: all leave has to be sanctioned by the GM...this rule applies in office only...

a law is made or bought into effect by unanimous agreement and everyones consent is neccessary to set out a law...eg:its immoral to walk the road WITHOUT clothing and u can be arrested....


The basic difference in rule and law is consent...where rule is imposed and law is meant to be abided...Though they are interchanged in most countries...eg:the taliban leader says no music to be heard....though its a rule imposed by fools...they Term it LAW...hahaha

LAW defines Rule.Rules are something which a person need to follow, to apply it, Law has to be there. otherwise everybody will have there own Rules.

nothing there both made up by someone that likes control. One involves a hefty fine to the fat rich man at the top. the other is just someone that likes to blab and make ''rules'' that your suppose to follow even though you dont have to. For some reason though they both involve a consequence if broken

rule is for a specified region like school,college,etc
while
law is for bigger are like for state or country
