Because Nasa knew the flag would just hang limply since there is no atmosphere/wind on the moon the flag was streangthened with wire to give it the appearance of fluttering.

As others have said, it wasn't blowing in the wind, it's due to people touching the flag and the lack of air resistance to slow its movement down. However, let's say that the moon landing WAS faked for a second. The greatest hoax of all time. Do you honestly think they would fake something like that outside, where anyone could potentially see? Oh course not. I hate to point it out but there's no wind inside a building, so the 'wind theory' doesn't make any sense. It's people clutching at straws, desperately trying to prove something despite the fact that all evidence says we did indeed land on the moon.

The golf balls were subject to the moon's gravity. though less than that of Earth, these spheroids eventually dropped to the lunar surface. The interesting part is that their velocity had not been slowed by air resistance.
The flag was erected on a frame which included a bar across the top edge, along which the flag was fastened. The actual fabric was slightly wrinkled when unfurled, but the presumption is that is is now flat and smooth.

The flag had a 'stick' holding it fully exposed. Without an atmosphere there would be no 'resistance' to the initial motion imparted to the flag when it was set up. According to Newton's basic law of motion (a body in motion stays in motion until an outside force acts upon it), the initial movement from setting the flag in place would continue fluttering the flag because no wind resistance is present to gradually stop the oscillations.

It seemed to be floating because of the lack of gravity. Same as a person being on the moon, they float around randomly (like the flag), but the flag was attatched to something, so it only had a certain volume of where it could be.

The flag was kept horizontal by a flexible rod which wobbled as they erected it. Nothing to do with wind.

The fabric settling under the weight of gravity - which they do have on the moon. Also, depending on how big a divot he dug, it may have been hit by pieces of dirt. Of course, with no air, it moves much more easily.

That one is an urban myth, you are obviously being influenced by conspiracy theorists who have nothing better to do than create conflict because it justifies their existance, it's the modern form of gossip in a world which is obsessed with gossip
