how often should things like filters and spark plugs, etc. be replaced on a car or looked at...? like does it go by the car's mileage or something else?

The owners manual will tell you how often for the particular car. Spark plugs last 30-50k miles. On 4 cylinders I replace them every 30k miles. Air filters depend on the conditions where you drive, but generally 30k miles.

Look it up in the "Owner"s Manual". If you do not have one, go see a quality auto shop. They will have the same schedule as the dealer and can give you a copy of what is due now.
Every car is different from year to year.

Oil should be changed every 3000 miles, air filter should be done every 12000 miles, transmission fluid changed every 30000, differentials (where available) every 40000, spark plugs every 30000. flush and clean cooling system once a year. fuel filter should be changed every 10000 miles. wheels should be balanced and rotated every 6000 miles. check tire pressure at least every other week.

What I do though is a little different.
I do everything as above, but I flush the oil system every 9000 miles with Gunk motor flush. I also flush and clean my cooling system every six monthes. I also clean the injectors every 30000 miles.

Mileage plus time in general. Many parts made of 'rubber' type material dry rot over time.

Your owner's manual should spell out what and when maintenance is normally needed. Maintenance is usually determined by mileage and/or time.
