Until the rules change that the Top Div I-AA school can play in the BCS, the I-AA schools like the App State Mountaineers cannot compete for a Division I title.
Thus, you can't vote for them on a Division I poll.
But I've always though I-AA is competitive.

They cannot be ranked because they are in the FCS.

They can"t be rank ed in any poll because they are a div 2 team. The polls you see in the papers, including the coach's poll are only div 1 teams.
