Why not? People go to the library to study and learn so I don't see a problem. It needs more use it sounds like. Take advantage of that. And it's not the library's business if you are tutoring out of the kindness of your heart or whether you charge money.

Yes of course! I would just ask the Librarians which rooms are free for public use.
I would also like to say that I think it is great that you are teaching people other languages. I speak English, French, and I am currently learning Arabic.

Absolutely. Providing that you and your student do not interfere with anyone else's use of library resources or talk too loudly. Also many libraries are now equipped with small rooms that you can reserve and have "class" there.

Sure you can. I remember as a kid, I sucked at math. I had a middle aged Asian guy tutor me at the public library. I couldn't understand a lot of what he said, but he knew his math.
