My undergrad degree is in Computer Science, but there is nothing I am interested in in writing a dissertation in Computer Science. So, I am going to major in Information Systems. Yet, to be honest, they is very little I know about Information Systems. Is there someone who is familiar with this area of Computer Science and could maybe give me some themes to choose from to write my dissertation on.

Yes, there is someone who is totally familiar with the area and could give you help choosing a thesis topic. He/she is your advisor (or "supervisor", depending on the school), and it is part of this person's job to help you find a good topic.

Remember that your advisor/supervisor is paid to do exactly that; students are rarely expected to completely generate a thesis topic on their own and out of the blue. They may not give you exactly the topic you will do, but it is their job to at least point you in the right direction (i.e. give guidance).

The fact that this person is very likely to be reading and either accepting or rejecting your thesis (as opposed to the random Yahoo! Answers user) makes him/her even more perfect to help you with this.
