Keep away from EBay. As some one said buying a proof set of each year from the mint or a local dealer is a good idea. This year is the first year that the proof presidential dollars are included in the set. I recommend this due too, in later years when some of the presidents are not well know, they may sell less sets that year, so in the future they will go up in value and you of course will have all the sets. You, as someone said needs to learn to grade and needs to figure out what you want to collect. If this is an investment thing, then you don't need to collect sets of say dimes or quarters what you need to do, is collect the key and semi key coins of all the series. They go up the fastest in price. Another thing that has become big, is die varieties of certain dates. Some varieties are really rare and if one knows his coins he can get rare varieties from a dealer or coin show at common variety prices. A lot of dealers pay little attention to die varieties, others pay a lot. So as someone said here by the book or pick someones brain. Picking the brain is cheaper but works best with books.

There is an old axiom in coin collecting that says, "Buy the book before the coin." So my first suggestion is to get a few general books on the hobby either from a library or from a book store.
You should also probably get a book on grading coins. "The Official ANA Grading Standards for US Coins" by Kenneth Bressett is pretty good.
In the mean time you could start by buying proof sets each year. Begin with her year of birth and add a new set each year. You can buy the sets starting with 2007 directly from the mint. For any sets prior to 2007 you will have to go through a dealer.
The PCGS price guide (pcgs.com) is okay although the prices listed tend to be on the high side. Coinvalues Magazine works pretty good also, but it tends to be high in some categories too.
If you want to get more involved join a local coin club. The ANA web site (money.org) can get you a lead to a club if it is a member of the ANA.
In the mean time have fun.
