In order to be eligble to be a rookie of the year, you must have fewer than 130 career at bats, or 50 career innings pitched, entering the current season

Edit: And also the fewer than 45 day part that Eric mentioned. I forgot about that.

They are:

-130 at bats or 50 innings pitched in the major leagues

-45 days on the active roster of major league clubs (not counting any time on the disabled list or after rosters expand on September 1)
