I saw one just like this at a driving range just outside of Toronto, Canada at the end of August. The link is to a picture very similar to the bug I saw. I've never seen any bug so white in my life and I'm super curious as to what it is.

If anyone out there can tell me I would hugely appreciate it.

No, it's not a mayfly. It's a morning-glory plume moth, Emmelina monodactyla.

Yes, there are white mayflies also called white flies, associated with rivers.
