as humiliating bullying is a means of inhumane treatement could this be aplied to schoolyard bullies if so how would it be applied. askins as it seems any inhumane treatment should not be allowed. so wondering what way it could be applied

The Geneva convention only applies to the nations that signed it. Also, it does not affect how a nation treats it's own citizens. It only applies to how one nation treats another nation's citizens/military during times of conflict.

So... No, it may not be appied to bullies.

No (for the above well explained reason), but it should be. It's illegal to torture or denigrate a prisoner of war, because it's wrong to do it to anybody no matter who they are.
