No, it means he's being a Betta. The males do that fanning out thing if they perceive a threat or territorial invasion. Doesn't necessarily have to be another fish either......anything that he perceives as a threat will cause him to fan all his fins wherever they are on his body. normal betta behavior!

Bettas are called Siamese Fighting Fish, and one of the things they do when they see another fish or their reflection in the glass is to flare out their gill covers to look bigger, and posture with the tail and back fins to look big and mean.
It's natural, he's a healthy fish if he's doing this. He's not angry, just trying to warn off his reflection that this is his piece of water.

haha mine used to do that, most betas that are sold in pet stores and such are males, you might have already known that... well, he most likely sees himself in the class of the tank/bowl you have him in and hes trying to look biggeer b/c he thinks its another male beta... dont worry, its nothing <3

He wants to fight. He's protecting his area and is mad he thinks you are another fish in his territory.

he does this bcuz he is threatened by u, he thinks that u will take over his terratory, if u hold a mirror up 2 him, he'll do it too, i call it "the lion look"
