I want to be an RN and the average pay for one here in South Jersey is $63,00 before deductions or about $3,800. Is that enough to live on? To raise a family?

As long as you dont go buck-wild with spending, thats a pretty nice sum to live quite comfortably on...

Yes. That shoud me very reasonable amount...Taking your 63 K into account.. You should be all set to raise a family.. More over the 3,800 is after tax ( net pay).. So, you tax cuts can be reduced once you get married( if nor yet) or with kids...
so some wehre around 4300-4500 you will have in hand.

Good rented apartment, nice car, and healthy long weekend trips would always be part of your raising family..

what else do you need..

The median US income is $48,000. That means 50% of the households in the US earn less than $48,000. If you can't live on $63,000, I will be glad to trade incomes.
