Recently visited my mother over the holiday weekend. There is a wooden fence between our backyard and the neighbors back yard which has a guard (not sure of breed) dog in it.
Usually when anyone pass by the dog will start barking loudly which is expected and ok. I guess the owner has it for security so it barking loudly at passerbys is not a concern, however monday something strange happened. The Dog has been ramming one particular plank in the wooden fence and I saw Monday that it had actually pushed this one wooden plank to where it was perpendicular with the rest of the fence. Now this has me really concerned. My mother is older and this dog does not sound all that nice, if it can get through the fence when my mother is out in our back yard it could be a VERY bad situation.

I am not sure but I don't think the dog has a chain on it. Is there a way to force someone to chain a dog?

Try repairing the fence first. Tell the neighbor about it and offer to help re-enforce all the planks so the dog can't escape. It might stop going though that spot in the fence, but it might try to find other weak points.

The local laws may or may not restrict the use of a leash (the chain you want); since dogs have been known to wrap the leash around objects that prevent the animal from reaching water or food.

No, but you can tell the owner to fix his fence. If he doesn't, then you can either put up your own fence or just screw some new planks to his fence on your side and patch up the hole.

I'm guessing that you could complain to the police (cuz dog is a danger to society,idk). They might be able to do something. I think there are some laws out there about that though. You'd have to check the state,county laws, etc..

I would talk to the neighbors and express my concern to them regarding their dog. They may be unaware of the dog's attempts to destroy the fence. You could also re-enforce the fence from your side of it to make it stronger.
