I find "Mad World" by Gary Jules kinda depressing
And the "Moonlight Sonata" is also pretty sad

A few of my favorites are (I don't know what your taste in music is, but it's a shot):
'Sleep of the Just' by Elvis Costello
Smashing Pumpkins' cover of 'Landslide'
'Ben's Song' by Sarah McLachlan
'Flanagan's Song' by Robyn Hitchcock
'Sara' by Bob Dylan
'Chelsea Hotel #2' by Leonard Cohen
'Ambulance Blues' by Neil Young -- I cannot listen to this one often. It's way too heavy for me. Makes me break down.
Almost forgot: 'Everybody Hurts' - REM (obvious one)
'E-Bow the Letter' - REM
