i've done it on a integra before and i definately don't drive like a grandma. Same bolt pattern and 4 lugs as the civic. I would get it fixed but you don't need to rush horribly fast. Your wheel wont fall off as long as the rest are tighnened.
did you break a stud? Different shops charge more for labor, and parts. You just need to find a trustworthy shop that will not overcharge you. The dealership always overcharges but usually besides that they take care of you.

the amount of work all depend on how much has to be removed to gain access to the back to remove the old stud and install the new one. i've done it many times myself it typically is not that hard. make sure you got clear access to the back of the rotor area pound out the old stud, take the new stud lub with bearing grease, slide into hole where old stud was, slide a good sized washer on then put on an open end lugnut that you wont be reusing, then preferable with an impact draw the stud in all the way till the base flange seats against the back of the hub. on that car you may be able to just remove the caliper and rotor and you got all the access you need.

you can drive with three lugs on provided the remaining lugs are tight and you don't get carried away with any high speed cornering. I don't advise doing it for long.
the longer term affect would be a disc brake rotor that warps because of uneven pressure holding it on.
the difference in price to replace the stud is due to the labor to take the wheel hub off. The stud simply cannot be changed on the car; the whole hub assembly that is turned by the axle has to be removed to press the stud out. The labor is not in pressing the stud out but taking the hub off.
most shops recommend replacing the wheel bearings any time the hub is taken off. My guess is that one shop is providing for that while the other isn't.
Always keep your safety in mind. As a temporary measure you should be okay but do get it fixed as soon as you can afford to. And be sure the other lug nuts are torqued (tightened) to specification.
hope that answers your question

There always certain amount of over engineering in car's safety parts (brakes, etc.). It is my GUESS that yes you can IF you don't take quick moves (quick starts, stops, turns, etc.)
If you drive like a real little old lady, it is probably safe. It would probably be safer if it was the rear wheel with missing lug nuts.
===
But in all cases I would only drive like this just long enough to get to a repair shop.
As for the cost, this would be one of those cases where the price is almost irrelevant to the quality of the work done. There's no workmanship quality issue, it is just bolt-off and then bolt-on, etc. So if you can get it done cheaper, do it.
Good Luck.

You can for short distance, driving slow, and avoid aggressive high speed turn. I would replace it as soon as possible,
The labor involved is to disconnect the entire control arm out, and press out the ball bearing, then take the hub, press out the stud. Takes about 1.5 hours of labor so my guess is $100 is correct amount for this process.
