The chemical munitions found in the UN were siezed by the UN teams before Desert Storm (the 1st war in Iraq). The UN had not coordinated or contracted for the disposal of the weapons and stored them in the UN. All in all, I'd say that was a pretty dumb thing to do.

There were 4 vials of phosgene found in a mid-Manhattan office building rented by the UN and used by the United Nations Monitoring Verification and Inspection Commission (UNMOVIC). This was the group headed up by Hans Blix of Sweden which carried out the program of identifying and destroying Iraq's weapons of mass destruction caches after the UN Peace Enforcement Operation of 1991 which expelled Iraqi forces from Kuwait.
Phosgene is a lethal chemical agent and was actually used by Iraq against Iranian forces during the eight year war between those two countries.

Colon Powell brought it to scare idiots into thinking that Iraq had WMD's.

Now we know that was a lie that killed thousands of American soldiers and maimed tens of thousands more.
