I think the boy was sad about something, maybe his baby brother was getting all the attention? I remember him sitting on the stairs and being sad, and I think he was drinking from his brother's bottle. So weird, but I swear I remember watching it as a kid during storytime at our local library. They had it on a film reel.

...the only thing even remotely off the top of my head, based upon your description, is the very moving and dramatic film from 1953, and one of my favorites, entitled "Little Fugitive"...
...not much help, I know; maybe this might just be the one!!!
...if not, it's still a pretty good film to check out, anyways!!
