They can't be 1-A just because of the strength of the football team. It is a school thing. Student population, stadium capacity, number of sholarships, etc. Many 1-AA schools could whop the tar out of many 1-A schools in football.
Since they have to win championship in playoffs, anything can happen. You see some exceptionally good ball played on 1-AA and 1-AAA fields. Don't be fooled.
They are almost there in size as a school. They now have 60 scholarships to offer. It won't be long before they outgrow 1-AA status.

The NCAA has put a moratorium on teams moving for a while, as there has been a ton of movement in the last few years.
There's no way in Hell that Appalachian State, if they moved up, which they're not planning to, would go to the ACC. If Duke can't compete in that conference, there's no way Appalachian State could. Their most likely destination would be the Sun Belt Conference, but, as I said, to my knowledge they have no plans on moving up.
As for them being a lock to win the I-AA title, they aren't. There are a number of teams, such as Montana, New Hampshire, Massachusetts, Youngstown State, etc. that will have something to say about Appalachian State repeating. Since Division I-AA was formed in 1978, no school has won the title 3 years in a row.

I believe they have the talent to compete in 1-A. They are better than most of the teams in the ACC, which is the most likely conference they'd be invited to play in. The problem is none of the teams in the ACC, which just increased in size to 12 teams two years ago, are going anywhere. App St. isn't coming to 1-A as an independent, so without a conference invite, they aren't going anywhere.

Do you actually follow college football?
They are the two time defending DivAA National Champions.
They do have the roster size to compete with Div1A schools for an entire year.
To top it off you don't mess with success, they don't want to move up.

heck yeah they do. they went into the big house and kicked our butts(in the first half)
they'll win they're 3rd straight national title and get more attention and if they go 4 in a row they'll be bumped up by me myself
