If they're nice pretty six-sided snowflakes, the change of state was vapor (not liquid) into solid. When it's liquid into solid, you get uglier things, such as sleet or graupel (snow pellets).

sleet is fromed while there's a heat layer of air above a chilly layer close to the floor.while snow falls nevertheless the warmth layer it melts.Than refrezze while it hits the chilly layer and change into sleet.
