The way the hidden ball trick was done in Rookie of the Year is ILLEGAL!.
In the MLB the pitcher cannot be on or near the rubber.
In almost all other leagues the pitcher must be completely off the mound.

It's legal, and there are a few versions.
In MLB, the pitcher can be anywhere except on or astride the rubber (when not in possession of the ball), as Ryan R said. A violation is a balk. 8.05-approved ruling-a
Other rule sets are more restrictive. Under NCAA rules, the pitcher must stay off the mound during the hidden ball trick.

Sure there is. Have the baseman for whatever base the runner is on go over to the pitcher and have a talk, without calling time out. While talking have the pitcher give the ball to him unseen and part ways. Here's the tricky part , the pitcher must not go onto the dirt part of the mound,if he does he will be charged with a balk. While the baseman goes back to his bag have the pitcher walk around on the grass head down rubbing the inside of his glove.This is kind of a bush league play and almost never works but that's how to do it properly .

Of course there is. Otherwise, it wouldn't be a trick.
And no, the rules do not require the pitcher to be off the mound. They require only that the pitcher not be "on or astride" the rubber without the ball.

the hidden ball trick IS legal...the pitcher just cant be on the mound, and a runner wouldnt take a lead if he wasnt on the mound anyway

you can, but you can not be on the mound. it is highly unlikely that it works, because most players dont take thier lead untill the pitcher is on the rubber. but if they take a lead and you are not on the mound, than you can do it.
