i dont know the brand of it but it has white and the black is in the middle and the other side is blue

Color varies w/ brand - use the roughest surface first to get rid of ridges the nail, then use the medium textured one to smooth the nail a bit further. Use the smoothest side to buff the nails and make them lustrous.

Be gentle, don't sand them down too far which will make your nails thin & weak, buff in one direction only to avoid making your nails hot because of friction.
