the pills control sexual desire, the people in their world don't have sex. they have the surrogate mothers who have all of the babies that are then given to the families who have applied for children.
and the "release" is euthanization of people.

The Giver is my favorite book! I love all the symbolism. And the theme of the government trying to insulate citizens from pain when the government is actually denying them a meaningful existence. I would recommend the book highly!

Jonas takes the pills to keep control of thinking about Fiona and any type of sexual relationship with her. The release is more like his feelings.

Yes, when they release someone, they're actually putting that person to sleep.
Also, the pills control Jonas's hormones; they prevent sexual interest, primarily.

The pills control hormones, i.e. nocturnal emissions.
"To release" is a simpler way of saying "to exterminate".
