In general jurisdiction will be held by country that the ship is registered in. As most major commercial ships are registered under flags of convenience this could mean ending up in prison in a country like Liberia or some Carribean country like Antigua or the Bahamas.

If the country holding flag state jurisdiction doesn't or cannot act the country of the victim can take jurisdiction.

As all this can lead to a lot of confusion and bureaucracy many passenger ships simplify things by making it a condition of the ticket that used of said ticket means the passenger accepts the jurisdiction of a particular country.

If your murder is deemed to be part of an act of piracy or slave trading any country can claim jurisdiction and try you. You never know you might get unlucky and end up on trial in China or some other country with itchy trigger fingered firing squads .

Some one will get you if they can.If you want to do it right you have to kill yourself to throw them off the track.
