Because some people simply don't like to think.

They are afraid that if they try to their brains will overheat. So, at the risk of using them too much, they decide not to at all. Just my theory I guess.

their brain didn't develop all the way because someone dropped them on their head

because they act like they're idiots, and you have to repeat what you've said just to make them understood!
but, sometimes it's because they get excited, probably!
