I saw 8 mile on Sunday on t.v and I only watched it since half of the movie and I really enjoyed it so is there a website that I can watch 8 mile?

Children screaming and playing outside is NOT disturbing the peace, it is normal childhood behavior and is a completely different matter from a 3 y/o wandering 4 blocks from home. And yes, one of my kids did that once, got outside when I thought she was playing quietly in her room. It happens, and is NOT always the sign of a neglectful mother. As for letting the kids wander the neighborhood on their own, about age 6-8, depending on the neighborhood. That's the age the kids started gathering and playing on their own when my kids were that age. (in the late 90s). I was playing unsupervised at about age 5-6, and so were all the other kids in the area, back in the 70s. It's like people keep their kids swaddled until age 18 these days. People need to chill out and let kids be kids.
