The Sun's declination on December 1 is about -21° 47'. In order to put the noon Sun 25 degrees above the *northern* horizon, you must be south of -21° 47', by (90-25) = 65 degrees. That puts you at 86° 47' South, somewhere deep in Antarctica.

If the noon sun were 25 degrees above your *southern* horizon, you would be 65 degrees *north* of -21° 47, which would be latitude 43° 13' N.
