The guessing game is over. From the Texas Transportation Code website:
§ 545.156. VEHICLE APPROACHED BY AUTHORIZED EMERGENCY
VEHICLE. (a) On the immediate approach of an authorized emergency
vehicle using audible and visual signals that meet the requirements
of Sections 547.305 and 547.702, or of a police vehicle lawfully
using only an audible signal, an operator, unless otherwise
directed by a police officer, shall:
(1) yield the right-of-way;
(2) immediately drive to a position parallel to and as
close as possible to the right-hand edge or curb of the roadway
clear of any intersection; and
(3) stop and remain standing until the authorized
emergency vehicle has passed.
(b) This section does not exempt the operator of an
authorized emergency vehicle from the duty to drive with due regard
for the safety of all persons using the highway.

ANY STATE: if you see an emergency vehicle with lights flashing around, then you had better pull over to the far right side of the road.
Exceptions: no or bad shoulder, slow your vehicle down, determine if you must pull to a stop for police officers, find safe spot on road or next driveway to stop. STOP on the mainlanes if you must - they will direct you to go forth to safer location if officer is smart enough, with TV videos showing sideswipes (Spike TV).
If you are on left lane, you might go to left shoulder if traffic is heavy. Left shoulders have more accidents, so watch for problems.
You should always check mirrors for drivers behind you who may cause you problems, like running into your vehicle at high rates of speed.
IT IS AMAZING THAT YOU, ALL OF YOU, DO NOT USE YOUR TURN SIGNALS, ANYTIME YOU CHANGE POSITIONS ON THE ROAD.

I don't understand this...you thought you were being pulled over but it was really the car ahead of you the offficer was after? I think I would explain this to the judge, just say I assumed I was being pulled over and slowed down and looked for a safe spot off the highway.
I know the LA cops will come up fast on you with lights on, many times they just want you to pull over and get out of the way, they are responding to another call.

It sounds like the officers story might not hold up in court. The only way you will know for sure is to retain a lawyer, and dispute the ticket.

I can see this as obstruction of justice. You were in the police officers way from pulling over a speeder...I truthfully don't know but that's the first thing that came to mind.

Texas law dictates probable cause to pull someone over. the "officer" was probably torqued because you didn't get out of his way to pull the other guy over. he CANNOT pull you over without having probable cause. the fallacy to this law is he can make stuff up as he goes.
