Without question. Inflation is bad just like it was then; Gas prices are as bad or worse than they were then - And foreign policy is a much greater disaster. The worst terror attack in our history was successfully launched on his watch and not only did we fail to get the planners of those attacks; But we have gotten bogged down in a quagmire in Iraq for the sake of stubborn ideology and the corporate bottom line. The world has lost tremendous respect for us as a result. Not to mention the blatant incompetence on display at times; Most notably Hurricane Katrina.
At least Carter had some respect around the world for not getting the U.S. into any major quagmires and for not being an ideologue. Carter made progress toward MidEast peace with the Camp David accords; Bush has only seen extremism in the region increase on his watch.
The ratings of Bush among his own people are the best indicator on this question - He set a record earlier this year for longest period of less than 40% approval in the AP poll at 18 straight months. Even Carter; During the height of the central failure of his presidency, the hostage crisis, was not so low for so long.
Bush is a complete joke as a President. Nearly as corrupt as Nixon; As incompetent as Carter; And more brazenly political than Clinton ever dreamed of being. Awful combination. Worst ever; Bar none.

Let me just correct some of the information people are posting about Carter (who will be one of the worst president's for a while: Harding is #1, Bush #2, Carter #3...in my opinion). Carter did not cave to America's enemies in any way. He changed our foreign policy and weekend BAD leaders (like Papa Doc and the Shah). By linking U.S. support to human rights, Carter weakened those horribly abusive governments. This resulted in democratic movements in both countries (everyone should read a history of how the Islamists actually came to power in Iran; it is really interesting) that kicked out the dictators. The result was the unfortunate hostage crisis. Military mistakes and unfortunate political maneuvers by the Shah made it difficult to negotiate the release of the hostages, but the Algeirs accords were pretty good for us: release of the hostages in return for nonintervention in Iran (if only we had done that in 1953 and not assassinated the democratically elected leader of Iran!). That's not caving in, that's good politics...you want to know about caving in: How about selling weaponry to to the government that took the hostages 2 years later? I can't remember what executive allowed that...but I'm pretty sure it wasn't Carter.

Bush is worse by far.
Jimmy Carter was actually a good guy, people just misunderstood him. He was smarter than the average American. People tend not to like or understand leaders who are smarter than themselves. That's why elected leaders tend to be slightly below average when it comes to intelligence.
Bush is a shining example of people voting for an individual who is not as sharp as themselves. The man is so stupid I'm left in disbelief sometimes. Bush will be talked about for years to come in history classes about what NOT to do.

He did that a long time ago. He is now in a league of his own when it comes to the "worst President" . That debate will never come up in the future. Bush it it and for the sake of this country , no other President will ever be that bad.
He also just beat Ronald Reagan for most number of days of vacations as President. He still has a year and a half to go, so don't look for that record to ever be beaten. Maybe that has a little to do with his Presidential abilities.

I wasn't aware that Carter had taken the crown from Nixon in that regard. Nixon stepped down when faced with the threat of impeachment, Clinton was unsuccessfully impeached - neither Carter nor Bush even faced a creadible threat of impeachment.

Richard Nixon and Herbert Hoover are by far worse Presidents than Carter. Bush may or may not have them beat. He has not (yet) resigned in disgrace or brought on a catastrophe as great as the Great Depression (yet).
