You aren't in much luck here. There are no PhD programs in Philosophy in New Hampshire, Maine or Vermont. I thought Dartmouth would have one (you can't get any closer to Vermont than that without actually being in Vermont. But they do not offer the course.
Your best bet is Massachusetts -- where several schools offer the degree. You could also go west to New York or north to Quebec.

University of Vermont certainly should have one, and likely Middlebury College does too. Possibly St. Michaels. I would assume Dartmouth does as well.
