please only answer if you've been accepted to college:

my GPA is 3.7 currently. I know it will stay at 3.5 or above through high scool. I play one school sport, tennis. I have a part time job about 15 hrs. a week. I plan on doing community service. My SAT and ACT scores will probably be average. I passed the WASL.

Is this enough to get into a good college? (im looking at washington state universities)

Yes.

I think you stand a good chance to get into the University of Washington, which is a top 20 public university. I don't know of any colleges or universities that are more selective in Washington, but if there are you might be on the fence with those.

Remember this though. You're probably smart enough to expect to want a graduate education, meaning a master's degree or doctorate at some point. That would mean that your undergraduate university isn't quite as important as how well you distinguish yourself there.
