I answer this question a lot. My best advice to you is to do everything you can. A lot of people assume, wrongly, that you need a ton of money to begin acting. Not true at all. Get a library card. Read award winning scripts and books. A good basis is literature is the foundation to all good actors. It helps you to explore new characters and new ideas. Then take acting classes at your school. If your school doesn't have classes, try talking to some high school teachers. My acting teacher is more than willing to help me and I'm sure he's not the only one out there. Also, audition. And please please please, keep in mind that acting is a career. And just like any career, you don't just walk in the door and become CEO. So be patient. That being said, you have to do the rounds. Do community theater. If you don't make the plays volunteer as an usher or tech. It'll help you to understand the rehearsal process before you act. Don't be discouraged if the first role you get is an extra/atmostphere role. I tried out for multiple plays and were rejected from all of them. Then someone dropped out of the show and that's how I got my first role. So be patient. And don't forget, that this is a performance based activity. So any time you're given the opportunity to perform (public speaking, dancing, gymnastics, choir, cheerleading, ect.) do it. Any sort of performing credentials will help you out tremendously. Not to mention those are activities you can put on your resume later.
Break a leg! Keep on, never stop. If you want it badly enough it'll happen. Get experience. Once you do that then you can move on. Get the agent, try for paying jobs ect.
Some books to check out:
Power of the actor by ivanna chubbuck
the intent to live by larry moss
They have some good concepts as far as theory of acting goes. They have opened my eyes and hopefully with open yours too.
Again, break a leg. Have fun!

Try to ignore the negative post up there. You can do it and you will make it one day! Reading your post, it seems as if you have a strong desire to become an actress and that is great! You must have the passion to succeed in your goals. My advice for now is for you to take as much classes revolving that career path. Before you jump into it even further, try asking yourself a couple of questions to really determine your reasons to becoming an actress. Try visualizing yourself as if you are an actress, what do you see? Do you see the fame, the publicity, the money, the life, etc? Now ask yourself, do you want to get into peoples heart and their emotions through plays and movies? I want you to reassure yourself that you are not just trying to be an actress because of what you want to be like in the future, but to want to be a person where other people are inspired. Success is not a destination, it's a journey! You have a vision at the age of 13, that's a great start, but remember that there will be ups and downs in this career, just keep striving! Good luck!
