I would first help him declutter his mess. By going through his clothes with him, you can help him see what he won't want to see, that is, if things aren't as cool as he thinks, if they don't fit right, if there are duplicates, whatever. You can be the objective person that helps pare things down. After that, you can take them to a donation center or a consignment shop.
For hanging clothes, you might consider installing hooks, similar to an over the door hanger, only installed in the wall, coming straight out, pointed slightly up. I don't know what they are called. You might have seen the same thing for featured items hanging off the wall in a clothing store. You store clothes one garment behind another instead of next to each other. And you use a few of these hooks, one hook for every 5-10 garments.
For folding clothes, there are several solutions:
Cheapo dresser made of particle board, plastic, or cardboard.
A nice piece on a budget from an auction, consignment store, garage sale, or flea market.
Block and board shelving...dorm style storage.
Any random underused storage piece where clothes can be hidden. Shelves or drawers, open or closed, either can work.
Hiding things away without a proper closet may mean you use opaque containers, or lidded ones, or use tablecloths, or curtains or screens.

Does he have a spare bed room to turn into a closet? Wood curtain rods are really cheap, and you could hang one (or more) from the ceiling with some string or chain. There are also devices that hang over the top of a door, and it's a little rod that sticks out and you can hang a dozen things on.
Also, out-of-season clothing could be boxed up and stored to conserve precious closet space.
The other posters are right...if he has no closets, IKEA sells all kinds of free standing closets. Some are really inexpensive with fabric sides, and some of the nicer ones (more $) are real pieces of furniture.
Another solution is to re-do the closets he does have so that there are two hang bars instead of only one. You take out the one that's there and move it a little higher. That way there's enough room to add a second hang bar below it. Basically "Bunk Rods".
If he has tons of socks & underwear etc. that doesn't hang, once again something from IKEA would work well. Anything from a true chest of drawers, to cheap-*** shelving with plastic (or even cardboard) bins.
A trip to Goodwill might be in order to. Surely there are some clothes that he never wears and doesn't need.

Does he live in a house or rent and apt... Depending on his space.. I just saw a really nice space solution for cramped closets... If he has a basement or even an extra room you can make wooden racks or buy ready made from the hardware store and slide a pvc or metal plumbing pipe through and use it for hanging storage.. My neighbors have 4 children/2 adults and they did this the out of season clothes.. They just hung on "rods" by child/size/clothing on the racks... Very good solution.. If you have the room... It was cheap and a very easy solution.. They then had shoe cubbies on the one end of the room for all the childrens shoes....

Many stores sell over the door hangers. (like $ general ). Target has a portable hanger on wheels.
Why not get him to clean out some of the clothes and pack by season in plastic bins. Also a bin with a table cloth over it can be used as a side table in the bedroom. If you need hangers, think of the person who wears uniforms to work. They can get them from work.

My best advice for this would be to get one of those canvas closets that can be moved anywhere in the house. It has a rod to hang coat-hangers and then it has different compartments on the sides. It also zips up the middle so that all your stuff isn't exposed. Hope this helped!!

Bins. The rubermaid ones. Or baskets. Get a shower curtain rod from Lowes or Home Depot for only 10$ and hang it up as well!

hi! not sure where in the world you are but they have something at target that acts as a closet you can by each piece separately and slowly expand more storage for clothes each time you buy a piece that way your can spend little bit for each piece when you have the little bit of extra money here's the target site and page your can check it out / hope it works and good luck :) oh also comes in different finishes lol

The old fashioned way is a little more appealing to men. Get a foot locker or trunk. Also, you can put a table cloth over a large storage bin and call it a table.

What about the plastic drawer containers that they sell at Wal-mart. Our house has no closet space. We use our dresser drawers and chest drawers for pants/ sweaters/ etc. then we use the plastic drawers for pjs, underclothes, etc... It has worked well so far. Hopefully we can get rid of them when our new furniture comes next Sat. though.
