The screen resolution set on your PC is not one your TV can manage. Find out the native resolution of the TV (it's in the User Guide). With a monitor plugged into the PC, set the screen resolution to this (right click on an empty bit of desktop, select properties > settings and move the slider) Should work now.

This is probably due to the fact that your refresh rate is not handled by your tv correctly to correct follow these steps. Oh and i assume you are using windows xp.

1. right-click on your desktop and click on properties
2. click on the settings tab at the top
3. Select your graphics card and the port that your tv is connected to in the drop down
4. click on advanced
5. click on the monitor tab
6. check the hide modes that his monitor cannot display.
7. choose a refresh rate that appears in the drop down. Maybe like 75 hz or so.
8. Click apply and check your tv
